im a HU fish, only play 6max, but this seems very strange, i cant really see what you are trying to rep? 96? 93?

No raising 96 or 93 otr there is just worse than calling (unless you exploitatively do something like minraise river against fish). I guess he is just about repping 78, 99 and T9 (assuming he is checking them sometimes ott).

It looks bad to me too but I don't know the history between them.

Yep I would bet all those hands too, but check isn't too bad tbh. 87 you can't barrel river 8 or 7 for value, and T9 99 you cant 3 barrel either and all 3 suck vs a checkraise, so against some ppl checking turn can be best.

He is never raising 96 or 93 as played tho.
