I wouldn't 3b this hand this early and I'd go at least half pot on turn. I'd expect a lot of showdown value hands that he called the flop with to call that size turn bet. I use your turn bet size to get a call there when I want him to call, not to make him fold. Idk what to do on the river.

So, firstly:
I'm not sure you want a polarized 3 betting range out of position. If you expect your opponent to play very 4 bet or fold then polarizing is best. If you expect your bet to get thru a lot and expect villain to just fold too much in general then polarizing is good. If you expect your opponent to call a lot then you want to use a linear depolarized 3 bet range mostly and especially when you are playing small stakes.
Second, not sure this hand is weak enough to 3 bet even if you are polarizing your 3 bet range. This is almost surely a +EV flat call vs most players at this stack size for all but very big open sizings. When you polarize your 3 bet range you want to use hands that are at the top of your folding or bottom of your calling range for the light part of your range because you can squeeze extra EV out of them and tip them over to profitable hands by adding fold equity to the equation and you use them to add value to your overall strategy. 64s is maybe just a tad too strong to bluff with.

So, yeah, I think calling would be pref pre-flop

As played..
On to the flop:
You have an uncapped range and you're near the bottom of it, you also should find a good number of turn cards to dub so, even though this flop prob favors villain's range, I like a c-bet here as long as we plan to barrel some turns and rivers.

Now the turn; we get an over card to the flop (turns villains top pairs to secnd pairs, his second pairs to third pairs, etc) this card is not great for villains range overall once he flat calls the flop.
The Q is very good for our range. We will have a lot of hands that want to bet for two streets now (we still have maybe all of our Qx that 3 bet pre). We have hands like KQ and AQ that are gonna def bet the turn and plenty of stuff that wants to play for stacks. We have AK and QQ and villain prob does not, we also have JJ and TT that villain prob woulda 4 bet pre and def coulda raised on the flop.
Aside from increasing our fold equity by way of making our range stronger and making villains flop calls weaker, we also pick up a ton of equity with our flush draw. Yes it's a small flush draw but it came in the back door so villain is unlikely to have a lot of draws that dominate ours because he'd have to either have a combo draw now (unlikely) or have floated us with a BDFD (also not too likely)
So i think this is a very good double barrel on the turn but I don't like the sizing much. I think we can bet pretty big here because we still tell a compelling story and we want to maximize the folds we get. \

If we doub this turn we should be doing it with the intention of following thru on the river a lot. I don't think there is any reason to not fire a third barrel to try to finish off the rest of villain's Jx and his double floats and straight draws and combo draws that bricked off.

In summary;
flat pre
as played c-bet looks good
as played bet bigger on turn
as played fire third barrel on the river
