2 pair against river pot size bet

Unknow villain, 3rd hand in the match. What would You people do in my shoes early in the match in the same spot? I was thinking, if he had a set, he'd bet smaller to get value or go all in on the river. On the flop his 2/3 pot size bet seemed to me like AQ or KQ, so when i got the second pair i thought i got him, but the river pot size bet seemed pretty serious. Thanks for Your time and answers.
