This isn't an issue that is going to win or lose a lot of votes in the general election so there is no reason to 'make a mad dash to the center'. This wont get talked about in debates w/ Obama or even asked by reporters very often. There are much bigger issues to 99% of Americans than this, and rightfully so.
Once they hypothetically beat Obama, thats another story. Then they have congress to answer to and congress does know and care about this issue.
No way if Newt gets elected he is going to go against what the guy who bought him the White House wants, especially on an issue this important to him. Romney however would probably go along with popular opinion, congress etc - and those both seem to be leaning toward legislation.
