Representative Tina Davis (D) has released a memo stating that she plans to introduce legislation during the 2013-2014 session regarding the legalization of online gambling.

Curiously, this "Memorandum" appears to date from some time last year, as it refers to the "upcoming" Federal lame duck session.

Otherwise, it is interesting, as it seems part of a "lottery privatization" effort, with online gaming as part, and proceeds split between

Property Tax Relief, and
The Lottery Fund.

Mostly, it is a call to arms because nearby States are moving in the online space.

Your right. The post date is 1/25/13, but the memorandum itself isn't dated. This always amazes me. How do you not put a date on a memorandum?

I don't think it's totally absurd... CA had a bill in 2010 that would require a $30mill upfront fee for any license and expected to get at least a dozen applications.. PA population is 1/3 of California, so I'd say $10mill is probably more reasonable.

All those losses generated more than $1.3 billion in tax revenue for the state...Slot machine revenue is taxed at roughly 55 percent in Pennsylvania...

This is a co-sponsorship memorandum. In PA the sponsor of a bill drafts the memo and passes it around to his/her colleagues in order to garner support for the legislation before it is introduced or as I put it in the thread title "intoduced". So this was probably created before the fed lame duck but has a publication date of 1/25/13.

Also a memo being passed around does not guarantee that the bill will be formally introduced....and since the sponsor is a member of the minority party in the state the bill may not even get a hearing.

To highlight how mant Pa folks are pushing FOR onlone gambling, according to Gambling Compliance today, the Pennsylvania Lottery has already awarded a management contract for online gambling:

"In Pennsylvania, the lottery has awarded a private management contract to supplier Camelot, but the legality of a planned online offering remains in dispute."

Agreed they are enthusiastic. But this could be complicated by the fact that Corbett is attempting to privatize the current lottery system, which at the worst would delay online gaming and at best encourage it.

Lawmaker aims to launch online gambling debate in Pennsylvania

Things might get real interesting contentious between the Governor, Legislature and Attorney General.

Lottery privatization plan's rejection sets off political fireworks [philly.com]
HARRISBURG - The words that the state attorney general read aloud from a yellow legal pad Thursday were about the lottery, the law, and the language of the state constitution.

But they may as well have been a declaration of political war.

Attorney General Kathleen Kane told reporters that she was rejecting Gov. Corbett's bid to privatize the Pennsylvania Lottery because the deal usurps the legislature's powers and runs afoul of state gaming regulations.

That would save me from having to move to NJ to play...

ive alrdy decided if PStars is in NJ im crossing the bridge since NJ is practically 10mins away from me already and moving over there.

Lets just hope things keep moving south to MD and WVA and we get an east coast compact in the next 2 years. You would have a market slightly less than the size of CA on the East Coast.
