Sherman proposes an amendment to prohibit violators of gaming laws (current "offshore" operators) from getting licensed.

Hopefully Stars and FTP will be deemed to have performed due diligence. This is a reasonable type of provision, but will cause delay in getting licensed successful operators.

He also suggests that current operators are lacking in "due diligence" to some extent, regardless of their intentions, because of violating current laws. He worries that this would lead to a lack of "due diligence" on age verification, etc.

To me it sounded like he wants any offshore operator prohibited, though maybe he would deem the reputable poker rooms to have been diligent enough.
