What is the news and dates when we will see the first site up and running?

Things are behind the scenes right now. I'm sure things will become more public in late summer early fall.

I noticed there's a website called Bovada now. Could this be the first Nevada site up and running legally?

I am wondering the same thing. Can we expect the Nevada sites to start by october? November? I'm sooo excited and can't wait to see what the games are like.

A number of reliable "behind the scenes" folks have stated that there will be one or more operator licenses on the June agenda for approval by the Gaming Commission. That is NOT the same as up and running, for real money, which will likely be 4Q 2012.
However, a betting man might think that a very large applicant for an online poker license who is holding a very large live tournament in June - July MIGHT benefit from the publicity of getting a license approved, signing up folks, and offering free play satellites perhaps ?

Has there been any clarification on whether online poker would be available to tourists in Nevada, or is it residents only? And what is a "resident"?

A couple of weeks back, I heard the Chairman of the Nevada Gaming Commission directly refer to online pokeer being available to tourists in Nevada, while they were in Nevada.
(I am not sure how that would work, but it would not be a stretch by any means. It is a different issue however, whether a casino would WANT tourists cooped up in their rooms playing online, since there are more profitable gaming channels available to someone already on your property. On the other hand if buy-ins and cashout were required in person at the casino cage, that would drive traffic, cash in hand, to the casino floor .... Who knows ?)

Is it likely that Nevada online gambling can be opened up internationally without the need for federal legislation?

Yes, my personal view is that it can. While there may be a challenge, I do not think it would be successful in stopping international pooling.
However, whether it will occur through Nevada's current structure is a separate issue, dependent upon what the Nevada Gaming Commission decides to allow.
As always, a lot rides on the impact of some political issues, like the importance of Nevada in the 2012 Presidential election.

As a US resident, I'm against international play. International fish already have sites to play on and international regs will want piece of the pie from the US...
Is there any pros to this?

The only Nevada election, or point of poker impact, is the Heller/Berkeley contest. I don't see a scenario where Romney v Obama bols down to a fierce Nevada struggle. Romney would be up in Florida and Ohio, NC, and Virginia so much, NV would be peripheral. Plus, Romney already spoke. The real issue should be making sure BOTH Senate candidates are pro ipoker, and pro-pooling. But, Nevada players don't seem seriously engaged.
Edit: is her house seat in LV competitive? It would be a good place to show visibility.

One, liquidity. Two, 24hour poker. Three, volume. If you can't adapt your game to make money, maybe you should stick with live play. The issue isn't isolating fish, it is getting a sustainable market where you can play the amount or stakes of poker required to support yourself. There is no magic formula or right to a fishpond.

Update on Status of Online Poker in Nevada?
Does anyone have an update on the Online Poker situation in Nevada?
Specifically:
1. When and who might be the first online real money poker site in NV.
2. Will sites in Nevada be able to network or will the play only be intra-state.
3. What will it take for NV residents to get access to whole poker networks like PokerStars.
4. Has anyone ever seen an online site as bad and the one offered by SouthPoint?
