How did states lottery's begin?
It all started in the early sixties and it took 20 years for to spread to other smaller states then eventually all. Over time we have two effective national lotterys in Power Ball and Mega millions.
There was little or no dollars being spent on lotteries on capitol hill in 1964 this is a historical fact.
Spending money and effort to try to influence the federal government where it's the most difficult place to make laws(If you've ever taken any civics course you'd know this) is strategically bad, not positive EV to put it in terms a online poker player can relate to.
But go ahead and follow the PPA down primrose path.
Go a head and wait for the newest hope(star wars reference) to "sneek" a bill in during the upcoming lame duck session of congress.(how did that work out last time

Pappas himself said that if THIS fails then he'll go "state to state" we'll see if he is a man of his word but I know he is just going to get a job with the next lobby firm that is willing to pay him a good sallary.
Also if you haven't seen "Casino Jack" or the documentary "Casino Jack and The United Stats of Money" about Jack Abramoff I recommend you do so you can truly understand how hard it is for a nothing organization like the PPA and Pappas to get the things done they are promising you kids.
Indecently Jack Ambramoff did more to keep online poker going than the PPA has ever done to get to back and if he hand't fallen we would have never had a Black Friday...
