Haven't found anything yet but I did find this interesting read on the history of gambling in Minnesota. Internet section starts on page 75.

It's speculation. It's logical speculation since "UIGEA Strengthening" is a good fit for. A cybersecurity bill, but AFAIK no congresscritter has hinted at an iPoker attachment.

Do any of the states allow for player to player transfers in their bills? Or is that not going to be allowed once regulation is here?

It's likely to vary. Some bills have expressly allowed it. Some don't mention it.

So people are applying for licenses in Nevada. I assume this license application includes a thorough analysis of the software and the company applying. What happens after the license applications are approved? Shuffle up and deal?

Yes. In the state of Nevada only though, for the time being. And the providers have to build their systems in the state of Nevada and get them inspected and approved by the regulators.
