There is an interesting development in the State House . . . The Democrat majority announced an all new Commerce and Gaming Committee. No doubt, our bill will go thru this committee, rather than the GAO committee thru which previous bills have traveled.

They haven't announced Chairs or personnel yet, but that should happen this week. I am hopeful we have some pro-ipoker members on the new committee. Perhaps even a Chair on our side. There is a good chance that Rep. Hurst will be tapped to Chair this committee, so it may be an insignificant change. I'll update when I know more

Sen. Michael Baumgartner (R-Spokane) will chair Commerce & Labor Cmte which oversees WA gambling in the Senate. We need to get the word out on the Senate side, as most of my push has been in the House.

To do an initiative, we'd need around 300K signatures, and a budget of $1.2m just for the signature drive. But we're not pushing that route at this time. We have legislation pending, and just might see a bill prefiled this week (I have my fingers crossed).

The 2015 legislative session begins on Monday!!

We WILL have a bill this session, and as soon as that word is out, we will need to scramble to get our ducks in a row. We will need to pressure the Committee Chair to give us a hearing, and we will need to rally around that hearing and get people down to Olympia.

We need representatives from industry as well, so we will need to be reaching out to those who will have the opportunity to serve Washington State players for their support of this bill.

We walked it into the Capital building for them, but we need real support now if we are to be successful.

Stay tuned, I will start a specific thread for the bill once it drops

We Have a Bill !! HB 1114 (2015-16)

As reported by OnlinePokerReport.com, HB1114 was prefiled for introduction by Rep. Sherry Appleton (D23) on Friday, January 9th. But this is the beginning, not the end. There is much to do, and a narrow window in which to do it, if we are to advance this issue in the legislature.

The legislature opens the 2015 session on January 12th, and we have just a few weeks to generate enough support to see the bill pass through the legislative process. It is imperative that players make themselves heard on this issue, or it will all be for naught. Please take the time to take each step

Comment on the Bill -

Players in Washington State have the opportunity to comment on the legislation directly by visiting this page. Be sure to add a comment in support of regulated internet poker. These comments will be available for all legislators to see. Let's be respectful and to the point.

Rep. Sherry Appleton (D-23) is our hero, she stepped up and introduced a bill for us. We should all write to her and express our gratitude that she has taken up our issue. She has tribes in her district and may face some push back from them, but given the way we crafted the bill, we’re hopeful they get on board. Especially if you are in her district, she needs to know she has constituent support.

The next step is getting a hearing. We need Rep. Hurst to schedule the bill for a hearing. We must show him that this is an important issue to many people, and explain logically the advantages regulation has over prohibition.

Reach out to your state legislators

They only know the issue is important to their constituents if those constituents tell them so. It takes only a few moments to write an e-mail, so do it! Don’t be afraid to send them one every few days either, they can only ignore you so long, eventually they must acknowledge you, and they will.

It would be beneficial for us to have a companion bill working through the Senate concurrently with the House Bill. Reach out to your State Senator and ask him/her to sponsor the same bill in the State Senate.

Contact your legislators

Encourage support from Industry

We need representatives of the industry to appear at a hearing, to speak to the technology that will be employed to assure regulations are followed and measures are taken to assure identity and location verification, and other means to prevent fraud and abuse.

We also need them to step up and show support for the bill, and perhaps spend some lobbying dollars helping to get it done. We’re working hard to create an industry they will step into and make millions from, they ought to be working hard along side of us, and bringing some needed resources to bear. The poker sites have representatives on this forum, let them hear from you.

Encourage support from local card rooms

If you play live, let the poker room director know that online poker represents an opportunity to groom new players, who will welcome the opportunity to get into live events through online satellites for instance, and the game will grow the way it was prior to 2006.

Remain vigilant!

We can do this! It is still ‘we the people’ and we can show the rest of the country that action by the players will pay dividends in the end.

2015 looks to be a pivotal year for hopeful internet poker players looking for consumer protections in place of felony threats. By driving the conversation last year, we have seen internet poker regulation legislation introduced in the 2015 session. Kudos go to the players who have helped keep the conversation going, it appears to have been effective . . .

Well done.

This shows that individuals can make a difference. There are too few individuals fighting in their own jurisdictions. I know why, it is hugely time consuming and to get anywhere it takes years not days. It can be done though.

As for the rest they could do with some help! (or maybe need someone to take over).

Anyone reading this forum should be looking at why they are not standing up state by state.

(I know there is some tension between you and the PPA but frankly I don't care, we are on the same team)

All the new members of the legislature have official e-mail addresses now, and the 2nd Position seat in the 30th LD has been filled. I have updated this form. Be sure and reach out to your legislators ASAP. We are on a short calendar.

When writing to your State Senator, ask him/her to sponsor/cosponsor a companion bill in the Senate. If we can get a companion in the senate, we get two bites at the apple, also with Dems controlling the House and GOP controlling the Senate, we have a better shot at getting a hearing in at least one chamber

For sure. Some seem to think it's PPA job to fight the fight. Even some people who never donated feel like they are owed something by PPA.

The reality is that PPA is a non-profit organized to enable all of us to stand up for ourselves against those who'd take our rights.

Except for the tension part at the end. Though it took a time for curtinsea and us PPA guys to get into a good working relationship, the differences were worked through and common ground was reached. And that is more compelling evidence of the exceptional dedication curtinsea brings to the cause.

On this week's Poker Advocacy with Rich Muny webcast, I was joined live by WA poker activist Curtis Woodard. Curt is the man behind both the Washington Internet Poker Initiative and HB 1114, a bill that would license online poker in that state. HB 1114 was prefiled for introduction late two weeks ago by state Rep. Sherry Appleton [D-23].

Curt has been on the webcast several times prior, preaching the importance of volunteering and of taking action rather than expecting the next guy or gal to do it for him. You won't want to miss this week's show.

I got an e-mail at work this week about a recent proposed bill in Washington that would declare fantasy football a skill game.

I don't know anything about gaming in Washington, anyone know more about that bill? Any chance poker gets added to it? Might be worth mentioning it in the tweets/e-mails you guys are sending.

Bills were introduced in both the House and the Senate that would declare DFS a game of skill, and therefore not gambling by definition in the State of Washington. The senate bill is actually going to get a hearing before the end of this month.

I fear this will be a blow to our efforts, not something that will help. There is no way poker could get such a declaration, as the state has repeatedly argued that 'some element of chance' means it is still gambling. Surely, some element of chance exists in DFS as well, I'm a bit at a loss on how to deal with this, tbh.

While the bill is getting a hearing in the Senate, that bill is sponsored by Pam Roach. Roach is not only in the same district as Rep. Hurst (Chair of the Commerce and Gaming Committee, which this bill, and our bill, must go through), but he actually funded her opponent's campaign. I don't think it likely he gives her bill a hearing in the House, just out of spite. But he may not hear our bill either.

No further action will be taken on the bill this session. That said, it is important to remember . . .

1) This is year one of the biennium, which means the bill can be considered in the next session in its current form, if we can muster up support

2) Players MUST make themselves heard, by leaving a comment in support of the bill here. This is important for a couple of reasons . . . all of the comments can be seen by every member of the legislatures. This means they can all see how much (or how little) constituent support there is for this legislation. Also, your legislators are automatically notified when you comment on a bill, and likely you will even get a response from them. It puts you on the record, and them as well.

I can't stress enough, we didn't lose this round because of opposition, we lost this round for lack of support. We need to do better, things won't just change on their own.

We have to show there is a reason to address the issue, or they simply won't.
