Note: Includes bad-actors provision which excludes for 5 years from licensing any person or entity (or use of their resources) which operated online gambling/poker for US players after December 31, 2006.
*Such compacts or agreements for interstate or international play do not yet exist, and have to be negotiated. Negotiations will involve the DOJ to make sure that no federal or international laws or trade agreements are violated. It may take an act of Congress to resolve legal issues, especially for international agreements.
