So I've been thinking about this,
Let say online poker gets legalized in the USA, it's going to be taxed and RGULATED right? so what department of the government regulates it and how? In otherwords how does someone test a rng to make sure it's on the level? Will the government REALLY give a **** if the games are on the level as long as they're getting there cut?

By "regulation", the government is not thinking "consumer protection." The government concerns, as per the wording of the bill, are:

No connection to organized crime or terrorism.
No underage gambling.
No illegal gambling (e.g., sports betting or players from states that ban online gambling).
Everyone pays their taxes.
Safeguards against compulsive gambling.

I will probably take some law suits and lobbying somewhere down the road to get consumer protection, such as rng testing, implemented as well.
