New Hampshire legislative body is trying to pass a gambling tax repeal bill that people should look into. The status changed to "INEXPEDIENT TO LEGISLATE" yesterday but I had a report that it already passed the house by an overwhelming "Yea" voice vote.

Fortunately, everyone is agreeing that the gambling taxes being collected do not exceed the losses in lottery and racing revenues, making the repeal a no-brainer because overall revenues to the state will increase upon repeal. Ways & Means heard the testimony of the Lottery Commission and the Racing and Gaming Commission, who have come to the same conclusion that this tax must go.

The Full House will take up the bill this week. The Senate has already passed a similar repeal and the governor is ready to sign this repeal. The lesson learned here is that taxing or increasing a tax on something sometimes leads to the state losing revenue instead of gaining revenue.

Btw: III. "Gambling winnings'' means winnings from lotteries and games of chance including, but not limited to bingo, slot machines, keno, poker tournaments, and any other gambling winnings subject to federal income tax withholding.

NH's "Gambling winnings" tax has been a source of controversy both before and after its passage. There is a pending lawsuit challenging some aspects of it, and no one agrees on other aspects. It is a mess and a very poorly written law.

But the fact that the lottery guys are against it should end the matter without the rest of us really needing to do anything. From what I have heard the repeal of this law is pretty much a done deal already.
