V is 18/13/ 2 AF and 3/3 fold to cbet over 52 hands. No notes and he hasn't looked fishy up until this point.

I was confused during this hand. Flop bet probably could have been bigger but then villain makes a tiny c/r on a semi dry flop. I didn't think he would do this with a set opting instead to wait until turn so I figured it was a SD, or possibly Kx and 2 pair.

He continues on the turn with a tiny bet and I consider raising as it looks like a SD second barreling small and looking for a fold. I stick with small hand = small pot and call.

He now checks the river but if he did have a SD it may have completed. Is there any point in betting here? What is he holding with this strange line? Should I have raised?

    I think you played it fine. I Like small bets but I think the information we get on this player outweighs the value of a small bet with the risk of getting raised so I would just check behind.
