if you are ok with it, then carry on but don't complain.
if you are not, than react and do something.
There again, poker is a reflection of life : there are people who complain but follow : most of "normal" people behave like that, complaining with their daily life but not making the effort to change it. And there are the other ones who act to get what they want and these are the ones who write history.

1st : if the tables are empty, I don't think many new players will come suddenly from nowhere : I have an account on most poker networks and many networks are totally dead most of the day, with no nl400+ table running.
ask Tower if they are happy with there move at Cake which is an empty network, with no players.
2nd : let's imagine that this situation helps some players to move up because the competition is softer during this movement, which is definitely possible in some proportions : this complaint is shortview. So what? When Ongame has done the changes, you come back and now you enjoy softer competition with bad regs at the limits you are used to. I'd love to have more nl1K regs playing nl5K, more nl400 regs at nl1K, etc...

The key factor for such a collective operation to be useful or not is the % of the network regs who collaborate.
