You can't really do this, you only have $18ish behind so you have to call a shove. Probably just 1/2 pot turn and shove non-9 rivers

You could bet bigger otf, something like 12 so you can shove ott without overbetting.

As played, I'd b/c ~11$ on the turn. With the jack several pairs/weak draws picked up additional outs or a pair so they might call a small bet but fold against a bigger bet. You can then comfortably shove the river for about ~1/2ps, making it a tougher fold for him.

If you get raised on the turn you probably have to call. Villain does not seem to be the most solid player, so he could do this with AQ as well which boosts your equity against his range (TT,55,AQs+,QTs+,98s,AQo,QdQs) to ~34.5% (I discounted AK and QQ because many players will 3bet those preflop), meaning you can't fold against pretty much any sizing.
