On the river I think his value raising range is between 7x+ and boats+.
Considering the board I think it alot more likely he checks a boat/quads on the turn than just a 7. From my experience of 25nl zoom many/most players are not raising 7x in this spot, or even 65/A5. Hence it is likely I beat little or no hands in his value range.
But then it seems like an amazing spot for him to bluff, since I can have alot of hands as weak as just 2 overs, and alot of overpair type hands that he thinks he can fold out
his value range is 56/7x/33/44. More likely that he has a hand witch plays good IP BvB like 56 or 87 type hands, mb A7/A5.
So there is only 1 combo of 77 and 3 combo of 33, and ok 3 combo of 44. 77 way not often... 33? probably 3bet pre? only 3 combo of 44 and many many 7x, 56 or even A5 and overpairs. And bluffs. Call at least. Probably even raise.
PS. Set over set is a very rare situation.

I think on the flop his raising range is 7x, 33, and air. After he checks back on the turn I would think he has air. You're river bet looks like a bluff considering it was a blank so your hand looks like air, which IMO was the reason villain raised.

Yep. He definitely could check back the nuts to underrep his hand and for balance probably. But the probability of set over set is too low in my opinion to afraid of nuts. (i am not sure about my english here, sorry =))
This looks like a pretty bad fold and you should have 3bet the flop. He could have just been putting you on a bluff after the b/c flop then check, then lead river. It doesn't make much sense.
