2/5 Weird overbet on river

Live 2/5 game. Only 4 handed
Villain: loose very agro. Has bet pot or a little more on many flops and turns. Has overbet multiple multiple times. Not one has been shown down. Has been caught bluffing. Rebought multiple times to cover table.
Hero: rather card dead. Appears tighter than I should be 4 handed.
Hero ($500): opens button with A9o to $15.
Villain SB ($1500): calls
BB calls

Given that villain has massively overbet more than once in the past 2 hours should hero call? We lose to JT, 44, and block Q9 and 89. Villain would 3b 88. Given the frequency that he is overbetting the river, is this a profitable call?

Why not check river if you are folding to any check raise here? Take 4, 8, 10J out of his range because villian would lead river otherwise he would miss value if you check behind. I feel like he shows up with a queen most of the time here.

Bet bigger OTR.
He raised POT btw, not overbet.
He could've easily turned something into bluff + We're close to the top of our range and have good blockers.
It's a call, even vs All-in imo.

With these reads and the way he played this I don't think we can ever fold. Doesn't mean he never does this with JT or better but to me this wreaks of Qx or worse.

The river is the interesting part, though. It's an easy call but an interesting reraise. He could have a worse 9
