Yet another annoying ad

This time it has an annoying sound clip associated with it saying "congratulations, you won!"

The ad is associated with the top banner. I forgot to take a screenshot, but it's a small square (doesn't take up the entire banner size) with a round yellow circle with eyes poking up from the bottom.

Of course now I try to get it back, it won't come back.
