I am a pretty new user and have been using PMs to communicate with some other forum members. Now it seems my privilege has been revoked. Is there any way I could get this functionality back, as I currently have no good way to contact them? Thanks!

I recently PM'ed a new user and got the following message:

"______ has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her."

Is this the standard message for someone who used up their PMing?

Or is this an "ignore" or "banned" message?
