I suport Ryan's proposal. In the welcome email from another forum I joined a few months ago, they inform you that, until you have a certain # of posts and have been a member for a certain length of time, you are not allowed to post links and all of your posts need to be approved by a moderator. I don't think this is unreasonable, and I don't think prohibiting all PMs at first is unreasonable either.
Re: the question of how can new users can contact mods, perhaps the software can allow PMs only to mods. If not, it's not a big deal. Have a thread where people can post questions. Link to the thread in welcome email and forum stickies.
I'd say that <.1% of PMs I get from people have any meaningful content. PMs I get almost never contain any questions, and almost always in response to warnings/infractions, and contain correspondence along the lines of "lol," "get a life," "**** you i'm going to kill you," "do you feel really important being a cop on a internet forum. nice power trip douchebag," etc.
If someone really has a legit question about an infraction, they can post in ATF and, oh well, the "what did the mod say when you PM'd them" meme becomes obsolete.
If some forums like Marketplace need a place for new users to ask questions, have a sticky.
I think the pros (less spam/scammers) outweigh the cons (marginally more difficult for people to ask mods questions).

unless you made it that they cannot send out new pms, but they can receive and reply to pms?

Can you explain why? I'm pretty much ignorant when it comes to POG. Keep in mind anyone added as a game mod would be exempt from this.

Better to make too little difference than too much, if that also drives new posters to a different site.
I've thought about it a little more, and I do see some merit to the idea, but I'm not convinced. It would have quite an impact on the forums I mod. There's lots of people that sign up for this site and come to the Staking looking for a stake, or to A/R looking for rakeback offers. An argument can definitely be made that those features are there for contributing members of 2+2. Obviously it's not doing 2+2, or any of us, any good if someone signs up just to get a few rakeback or staking offers, advice, etc, and then leaves. But how many people start there and then continue on to discover how much 2+2 has to offer and become valuable members?
My concern is that we're throwing out the baby with the bathwater, or some other suitable cliche.

So long as new POG users could receive PMs I'm not sure it'd be as big of a deal.
But we get a lot of newer players in POG and a lot of veterans that like to create gimmicks for different games etc.
In WW you need PMs to receive your role and if you are a wolf to communicate with partners, at least initially, to swap AIM or whatever.
