Groupthink is actually one of the possible negative consequences. That is just my personal opinion, I don't know that the people who run Quora or HN would agree.
But you get groupthink here anyway. Like everybody in this thread seems to think this is an objectively terrible idea. It may not be an objectively amazing idea but it certainly is isn't as bad as people are making it out to be. That's groupthink. And it happens all over 2+2 in present form.

It doesn't, it just reduces the number you have to read to get to the great comments. Think about the FTP threads. If voting took place there the posts from actual FTP insiders or good news would get thousands and thousands of upvotes. And they'd appear at the very top of the thread.
That's what people want to read in that thread. Some offhand comments and trolling that was actually funny would also get a lot of upvotes but at least then you only have to read the very best trolling and cat pics - not all of it.
