So I'm playing in a 9 or 10 handed game live and a guy folds top set otf

So he bought in for minimum and after a few hours runs hot and doubled his starting stack and usually after doubling he leaves, but ended up flopping the nuts the next hand and got it all in 3 way and wins now stack is 6 times what he started and playing way over his BR and scared money so just as he was about to leave he gets dealt TT and flops a set on a T37 FD board and t gets checked to him in which he bets and gets raised the other guy min raises back who has him covered in which he raises back again to only see the other guy shove All-In, well he thinks about it for like ages before mucking and showing everyone TT and says i know your on a FD but i don't want to gamble so lets go of the hand.

He wanted to make quads first on the turn to have it locked up.

people like this dont deserve to play poker, just like that schoolteacher on the biggame folding AA in that cashgame pre. Like, why even play 1010 preflop if you will fold unless you are making quads?

whys he raising and reraising the flop if hes folding to an allin? Is he bluffing with a set of 10s? seems so, i mean he wanted the other guy to fold right? Story would be great if other guy had 777 and showed.
