despite this thread and the last I probably don't make big folds as often as it may seem (twice a year).
I find it so weird the original 3bettor checks back on the driest of the driest flop. It doesn't make sense to xb 99 or JJ (or really anything) there in the 3bettor's spot. When the 1st bettor bets, I can imagine him value betting ATs, ATo, T9s, TJs, TQs, TKs, 99, 88, 77, 66.

I don't know what the 2nd player is just cold calling with on the turn.

I think it's an easy call on the turn. On the river, if the 1st player bets again and the 2nd player does not put in a raise, I think tapping the call button is the best play. I can't imagine the 2nd player just overcalling with a hand like JJ+. It makes 0 sense to do so.

Why aren't we betting the turn after flop checks through? Reg/pros aren't known for slowplaying big pairs and quads on this flop

If we do check I think it should be with the intention of raising

Obvious answer is KQ or weak Ace, since they should have little fold equity on flop or turn.

I wouldn't completely discount KQs or ATs as a one-off get out of line moment.

Given where you are in your range, Still think you need to at least call turn and can then decide river. Is a chance river gets checked through, too.
