I see it as close. Check call your weakest flush draws, you get to river the cheapest, which is good. If you miss, no biggie, you're at the bottom of your range, you can fold. OTOH, your weakest hands are the ones that benefit most from FE. By raising on flop or river, its more likely you can get showdown hands to fold. Someone who barrels K-hi or small PP can get blasted off their hand. We also knock out middling air like 9hi and mid-flush draws that would otherwise beat us if we take the passive approach. Downside is when we value own ourself.
How one distributes their flush draw combos matters little IMO.
