OP could have meant the worst out of the 20-40 players at FW he's played against. He of course could have a flush that he waited with but I think it becomes less likely with this info.

Which is why it's a snapcall and not a fold. But it definitely isn't a 3bet/call, and it probably isn't a 3bet/fold.

If LAG is as bad as you say he may very well think you have AA/KK/QQ with maybe a  for your turn c/r because you 3-bet pre-flop. In which case his QQ/QJ/QT/Q9s/Q8s just got there (or was there) and in his mind is way ahead or at worst, tied.
But I think JT/J9s/J8s/TT/99/88 are also distinct possibilities though villain might be more inclined to check the turn with 88...
Which is about 19 possibilities you win and ~18 you lose.
I think Joker has it. Given that the flush is out there it is somewhat unlikely that a bad player would raise on the river with just a straight. But even if he did that routinely I don't think we make anything by raising the river even if we knew we could fold to a 4-bet. I'd hate to raise/fold against a horribly bad player who could actually 4-bet and be behind.

During game speed, I'm just calling, but against this particular villian, my gut is telling me this is a 3bet

Little guy, mid sixties, bald, no glasses, has an accent? If so, he still has just about every better hand (lol, so terrible) and some worse, never folding, and, in his mind, never bluffing. If he's not stuck, it's close to a fold, imo. If stuck, well, don't beat yourself up if you missed a bet this time.

Not that guy (although he was also in the game), a thin-ish white guy who looked maybe 45-50.
Anyways, I called, he said "I have a queen", I fastrolled and he mucked.

It's close. Mathematically, you need to be ahead of 66% of his range to make 3b/call 4 profitable, but there are a lot of ??'s. Crunching some numbers, if you think he fastplays flushes/FH's over 50% of the time on the turn, river is a slam dunk 3bet (and we aren't always creamed when he 4's, as he could potentially spazz with worse). If you think he MUBSY's a lot on this board texture (which >90% of live players do), his river raising range may not contain any straights at all.
The nature of his lagginess is really the deciding factor in this spot.
