I was just reading the forum "rules", and this is what it says:

What is not to be posted in this forum:

- ANY RB/VIP/Cashback/offer posts or threads. If you're seeking offers on different poker sites, we encourage you to use the form we have designed for this purpose which can be found here.
- Affiliate links or any other portal/affiliate spam.
- Posts saying "I offer rakeback at xyz room".

But then there are threads from PokerVIP, RakeTheRake, and RakeRace all seemingly breaking those rules. So can anyone start a thread about their affiliate site, or do you get exempt from the rules if you pay 2p2?

Yea that's how the site supports itself. The server costs ect are not free, so since this site is free someone has to pay for all the operational costs and advertisement is one way they achieve that.

To run a site with this much content and users doesn't cost $10 a month lol
