You can't create a new PokerStars account but you can open a brand new pokerstars.fr account. There's a poker boom going on in France at the moment and I imagine the table are full of fish. Sounds good considering that France was already a giant aquarium before the boom.
I spend a lot of time in France since I'm a french citizen (I live in the UK) so I asked them about the .fr site. You don't have to be french to open an account, you can play from anywhere in the world apart from the US, Italy and a couple of other countries and you can take advantage of the first depositor bonus worth €500 which is about $650, even if you already have a .com account.
pokerstars.it also has a $400 bonus so you can probably get that also but I haven't asked about the .it site, only enquired about the .fr
The traffic probably isn't as big as on the .com site but it looks a big site to me, probably busier than most online poker rooms. The layout and schedule is similar, just tourneys have a lower guarantee.
