Well there are a lot of ways you can find out. I assume you are running windows. Personally I would just go to the control panel and uninstall it. It should be easy to tell what it is in the control panel, uninstall programs selection. You can get into the task manager and kill it. IIRC CTRL+ALT+DEL and select task manager. It should be shown as one of your running programs.

The symbols look to be Num Lock, Caps Lock, Scroll Lock. So some kind of accessibility program or otherwise connected with your keyboard?

This is probably the answer you need.

(i.e. not something you need to uninstall - just a Windows setting)

This is it, thanks. None of the fixes there seem to remove it though, very frustrating

The Control panel settings dont influence it and the Suggested registry entry doesnt exist ;/ ANy other ideas to stop it?

Which version of Windows do you have OP?

Also, OP, what machine do you have? It could be, for instance, a convenience overlay that might come with manufacturer-installed software.

Windows 8.

Custom made desktop, but its over a year old, and I have never seen this before

It still happens on staryip. Its sitting on the middle of my desktop. If I turn Scroll lock on/off it goes away, but its still annoying and cant figure it out why it started or how to stop it

Can you post a list of your installed programs?

Are you sure none of them is responsible for this if it's not Windows itself? Is it something that belongs with your keyboard or mouse, for example? Or do you have some custom theme installed, via Rainmeter or otherwise? It's clearly alerting you to the use of those three keys. There are plenty of utilities that do that.
