Upgrade to an IOS lower than 8.0

I dropped my 1st gen ipad mini and the screen broke. I opted to buy a new version of the same model instead of repairing the screen.
The new ipad has ios 6.1.3. I want to upgrade to ios 7.1.2 because there are a couple of features that have changed on ios 8 that bug me.
There's no official way for me to do this. Apple is supposed to sign on on each upgrade and they only allow upgrades to ios 8.
I was thinking of may be jailbreaking the ipad and then upgrading to ios 7.
Does anyone know if this is feasible and if yes how?
