Windows 7 Not Doing Stuff even if I say "Yes"

Hey,
I just got W7 and am having a lot of problems whereby it'll ask me if I'm sure I want to do something, I'll click yes and then it just won't do anything anyway. E.g. at the moment im trying to download a table theme within the pokerstars software. if i click install it'll ask me if im sure and il click yes. the pointer will momentarily turn to a circle (busy) and then itll go back to being a pointer as though nothing happened.
this is obviously a general problem so any help would be much appreciated!

Have you restarted your computer?
