this blue line keeps going up and down while other pcs I checked, the line is constantly close to 100%

what's going on ?

If you watch the programs that are using CPU you should see one hop from 100 to 0 and tell what process is flapping. Does it do this after a reboot?

yes, still the same
there's no program hopping from 0 to 100

from what I read the blue line means CPU maximum frequency and not CPU usage

You're right about the blue line. It looks like your CPU is clocking down too low in idle mode. Check your power plan for misconfiguration.
