Of course you can. A .rar archive is not that different from any other archive (e.g. .zip). You can compress pretty much anything, including infected files.
Why are you so concerned though if this is someone you know and you're expecting the file? You can also check it's clean by many methods. What antivirus and antimalware packages do you run?
