gear icon (settings) > system > apps & features, should have all your programs don't use control panel

If the program isn't showing up, pin it to start, but it should be grouped into a folder (nvidia for example)

I'm not very computer savvy but I assume I'm just logged in to user account.

ok, this is apps and features

Its just that the previous programs and features folder displayed 40 or so programs like all the Microsoft programs but is this a windows 10 thing?

Yes its a windows 10 thing. If you want to uninstall programs, or look at the programs you have, use that.

It's easier to either: pin a shortcut to a program to the start menu where it shows up in the list, or you can just type the first few letters of the program immediately after clicking the start menu and it will list a recommended program.

Programs and features still does show all programs but maybe u need to be signed into a admin account to view them.

also if u have a funny app installed that u cant find and want to uninstall try revo uninstaller and hunter mode. http://www.revouninstaller.com/ also a deep scan removes fragments.

I don't think OP knows for sure whether he uses an admin or user account.

Also, windows store apps and windows 10 native apps don't show up in programs and features in control panel anymore in win 10.

I think you've nailed the problem.

I suggest that the OP, right-clicks on the windows starts icon, opens a Command Prompt (Admin) and then runs "appwiz.cpl".

When I right click on Optional Features and click uninstall it goes to the control panel programs and features. Optional Features is not displayed there, also not displayed in the apps and features but it gives the option to uninstall?

You're all missing the point. "Optional Features" is not a program. It just refers to the features in Windows that are optional (which will depend on the edition of Windows that you have).

The reason "uninstall" leads to the Uninstall Programs dialog is because on the left you have a link to "Turn Windows Features on or off". That's how you add or remove option features, but you can't remove the fact that Windows contains Optional Features. You might be able to unpin it from Start Menu if that's particularly bothering you: not sure.
