How high / what are the chances of getting infected by something if you visit a website, but dont actually download or run anything?
I visited what I later realised was a phishing website, but didnt download/give any details etc.
all scans are clear (virus, malwarebytes), is there anything to worry about?

I don't think you should be too worried. You have two clean bills of health. What antivirus product did you scan with?

In any event (and notwithstanding that websites can serve up a variety of risks) you noticed this to be a phishing website and didn't submit any information. That would have been the most obvious risk that could have been invisible to your antivirus software and MBAM.

Yeah im just wondering about potential direct risk without having submitting informaiton.

Ano other opinions? I've googled it and lots of places say it CAN happen(toolkits etc), looking for more what is the practical risk?

If you are doing a google search, instead of clicking links in emails, already helps a ton. Also stay away from mainstream-junk sites and sites that are not secure.
I don't think something should happen just by visiting fishy websites. Good browsere like chrome or firefox don't let scripts run right from the getgo. I think the chances that this website did harm to you is pretty low.

Firefox lets scripts run by default, hence why there is a noscripts addon.

JavaScript just got exposed very recently as being vulnerable on all hardware/browsers/operating systems of the last decade or so, so if ever there was a good time to disable scripts, it is now.

Also, malware can get in through ads, so make sure you're blocking ads any and everywhere.
