You can't.

Assumming the mouse speed slider in control panel is all the way to the right and "ehance pointer precision" is turned off then you are at the full speed (technically resolution) of your mouse. To make the cursor "move faster" you need a higher resolution mouse.

Buy a higher resolution (DPI or dots per inch) mouse and install the drivers that come with the mouse. Higher DPI = more accurate = able to scale higher (cursor moves more compared to same physical movement) without mouse becoming unmanageable.

The mouse you have is a "cheapo model" with very low resolution (DPI). I would recommend a logitech their software/drivers are very nice. You can for example set 2 different resolutions and then toggle between them by pressing a button.

Opps, sorry didn't check this thread. But yeah, DeathAndTaxes explained it pretty well. You will need to get a better quality mouse if you want to make your mouse move faster (if you've already maxed out the settings which it looks like you have). Logitech makes great mice in the $30-40 range (MX518, the mouse of all mice).
