Buy a new mouse. This is almost certainly a hardware problem with the mouse. If you really are too poor/cheap to buy a new mouse, you could dry taking it apart and cleaning it.
Seriously, if a mouse or keyboard starts acting weird, 99.9% of the time the solution is to buy a new one. They're cheap and generally not too easy to repair, though a mouse can sometimes benefit from a good cleaning. Dirt, crud or pet hair can gum up the works.
