I guess you mean Quicktime X?
The player itself has always been free, but there's a "pro" version that adds the ability to encode x.264 and the like. I'm not sure 100% yet if those "pro" features are being incorporated into the standard player, but the above news would certainly suggest so.

Yea, the pro version is what was needed for recording stuff if I remember correctly, it would be nice if it was free. Sad that this is one of the big rumors about the new version of the OS. Doesn't sound like too major an upgrade.

This is a actually a fairly minor feature by comparison. Most of the stuff is going on under the hood, and to be honest I'm more excited about this update than any other version of OSX I can remember.
Edit: Grand central, Open CL, and 100% 64 bit throughout, along with a smaller footprint and faster operation are the things that are getting me hot under the collar
