Is there a safe method to either cleanse a corrupted thumb drive or recover files safely

Assume:
Drive state is unknown but hackers have unlimited resources, and possessed drive for several months.

a few examples of past actions thats not representative of the worst things theyve done which I won't mention here.
Remotely overclocked CPU GPU to an extreme state, bricking a 3K machine.
Highjacked a $10k bank transfer between two personal accounts different banks.
Returned the money 10 days later to the wrong accounts.

What started the hacks.
I started a rig-proofing poker project to possibly sway state legislation, allieviate player concerns. which I got to a working state before the project was targeted specifically by persistent hackers.

At some point after realizing who they were, perhaps a year later, I was trying to see their motive to Essentially Brick my life,

I thought about the project they targeted origionally and realized it could deal cards securely with perfect encryption without needing to share private keys.

Thats when I realized .that cards could be replaced by messages though it was never my intent to create a secure trust no one messaging platform.

projects I tused to defend myself became new threats, such as discovering potentially perfect security methods against remote hackers.

If the rest of what you say is accurate, I don't know that I'd ever trust that thumbdrive. Are there unique source or document files you're looking to recover from the drive? What would the time/dollar cost be to recreate them?

I supposed you could access it from a non-windows computer. It's trivial to drop linux on a system.

In any case people with windows should be creating reliable backups with good quality software such as Macrium Reflect.

OP states that the drive was in the hands of hostile parties for a lengthy period of time. If there is not unique, non-reproducible data on the drive of substantial value, it should be considered permanently compromised and either given to authorities investigating the issue or destroyed.

It all started when I created a riggproof poker dealing platform to induce online poker legislation, repair trust issues, make it easy to regulate, etc.

I saw it as a win/win/win. That was the initial target.

The more I was hacked the more I created novel types of security.
like hack proof FDs and nearly created a bootable win7 FD which would have been very tough to hack, but MSFT prvented it.

HD, Ext Bu, 2 iphones, 1 android, 1iPad, and 3 cloud accounts all hacked, wiped, so FDs were all I had left. I cloned coppies. but couldnt do much else.

about a year into it I tried to figuren out what the deal was with that secure dealing platform was.

Eventially I figured out it could be used for a secure messaging platform just repace cards with messages.
no trusted third party, no shared keys, perfect encryption, central platform prevents man in the middle attacks.

looking back:
They started the hacks with potential secure messaging platform,
Then continued hacks with every innovative action I took
They never stopped.

CALL me persistent colateral damage.

IP is all original, unique, every piece of IP I created for 20 years.

Buy a refurb desktop, install a Linux image with drive recovery tools, disconnect it from any and all networks, remove wifi if installed. Connect the drive, use tools to make a block copy image of the drive to work with. Disconnect and safely store the drive. Attempt recovery on the captured image. If you recover data, scan with AV/Malware tools then copy to a password secured archive before copying off the quarantine box. Copy pw protected archive to a different USB drive, then copy in to a VM. Unpack, rescan with malware and av tools. This is still not zero risk, you have to make the call if the data is worth the risk.
