Is there a universal Electromagnetic Field? Is there a universal Electromagnetic Field?

I have been trying to find out how EM waves keep on moving indefinitely. Beyond a certain point explanatory videos take recourse to explanations such as these waves don't actually move, but cause a disturbance in the "electromagnetic field" moving on.
But, I can't find anything on the web describing an universal EM field.
Does anybody know if there is such a thing and if so where is it described?
