I've always thought of France as being the best team in both of those competitions, with the EURO 2000 version being the even better one cause some great talent up front had really come into their own in the meantime.
Which they had to cause that tournament was just stacked with great players across the different nations in their prime. It was an excellent tournament.

I suppose you mean the Netherlands were the better team, maybe in both instances, who also beat France in the group stages, but in that game France was already convincingly through and rested most of their starters. The Netherlands did the same I think, so I don't think too much can be concluded from that compared to ones where it really mattered.

On paper as well as on the pitch I thought France was the best team.

Well Pele would be #1 and I feel like Ronaldo/Müller are close, probably Pele, Müller, Ronaldo though, you can call it homerism if you like.

you'd be justified putting muller at 1 obv hes one your own .

me id go ronaldo 1 pele2 muller2 , i think both last 2 scored over 1000 career goals , totally ****ing awesome

imo tho i only have ronaldo at 1 cos i have seen hims loads on telly playing live , cannot remember seeing others even one time live on telly .

The Dutch are the most famous and probably best example but I think in many countries there are, "it was actually us who were the best - we should have won" beliefs to various extents tied to different World Cups and European Championships, where their teams were strong.

In Denmark the notion of really being the best team in 86 seems to have gained more and more momentum as the years have passed...

I think I've heard England thinking they were actually the best in 1990 more than once, as well as of course the obvious example of EURO 1996 at home.

Regarding England, I have my own very unpopular theory that England had their really good shot in 02. But most English fans thought and I guess still think that they were very bad that year.
I think they could have easily gone the whole way.

Sweden probably has great illusions about 1994. Bulgaria probably the same. Maybe even Romania and what about Colombia? They had been awesome for a while and had many stars.

Argentina (not to mention 94) and Croatia in 98?

Russia 88?

The great Hungary teams of the past, naturally, and not to mention the classic example of "OMG WE PLAY SO BEAUTIFUl" of Brazil 1982.

Portugal EUR0 2000 and 2004.

France 1986 - Actually just about every team going far and looking good only to be stopped by Germany (always winning in the end).

Speaking of that, not to be forgotten the Czech Republic losing the 96 final to Germany cause of a horrible goalkeeping error.

And oh yeah Spain I've seen more than once think they were the best team in 1994 but were prevented from showing it by the always cheating Italians.

There are probably many more.
