I think it's feasible for multiple years to have passed between when he made that speech and his meeting with Cersei. We've had enough time for Yara and Theon to travel to Essos, find Dany, and convince her to join them. Meanwhile Varys traveled back to Westeros, convinced the Martells and Tyrrells to join Dany, brought their fleet across the ocean, got Dany and her army loaded, and brought the fleet BACK to Westeros. Sure it happened a bit quickly in our time, but it could have been several (apparently boring) years in their time.
It would have been nice to cut out a few minutes of Sam and have an update on the shipbuilding during all of that, but whatever.
