Is it not fair to say that he took the action he thought was necessary? We seem to be assuming that McQueary had a lot of knowledge about Sandusky's doings after 02, we don't know how often he saw Sandusky or how often he heard about Sandusky bringing kids on trips, etc.
In McQueary's mind, he told the head of the program, he likely had enough faith in Paterno that Paterno would handle the situation and take care of it. Just because he's a witness doesn't mean he's Penn State's child care vigilante. I feel like we're making a ton of assumptions here where we're not totally sure what happened in the wake of the incident.
