The idea is similar to the idea in the NBA draft. Players age, they retire, etc. Think of it like this - if we are re-drafting the NHL as it currently stands and we want to be the best we can be over a 10-year period. Future drafts exist but only theoretically - i.e. if you think your team will be crappy in years 3/4/5 or whatever you can assume you will be drafting higher and (hopefully) re-stocking the pipeline. But yeah, if you take a guy who will clearly be retired by the 2020s, then his production is subbed by a replacement-level player.
There are no entry-level/supplemental drafts.
