This kind of thing is inevitable when you have a convoluted playoff qualification system. You can't avoid it unless you're willing to do something like put all the teams in each conference in one division, and the 8 teams with the most points make the playoffs with the obvious match-ups 1-8, 2-7, etc.

Even that doesn't quite work because of all the things that aren't 5 on 5 hockey that end up in the standings.
