in the 9ers case, they didn't/can't/wouldn't trade kaep who's a terrible fit for chip so he starts by default?
I mean the list is in the league Gabbert isn't even the worst. Sean Mannion and Christian Hackenberg should never have been drafted, have zero merit to being on a NFL roster based on ability, and they got picked in round 3 and 2 respectively. Gabbert looks amazing compared to those guys. and I didn't get into the hoyers/weedens/cassel/whoever else that is over loved for some white reason.
He's arguably not the worst starter either, Case Keenum is the rams starter and is going to be week 1.
Clausen! he's got to be still in the league, probably balt b/c trestman played him over cutler despite clearly being not better than cutler. Also I think he still hasn't won a football game? (nope he's 1-13!)
Henne, kellen Clemens, all still in the league. hell Scott Tolzien is a second stringer right now for somebody.
the biggest issue is that there's basically zero time for development in all but a few orgs, (since they have to win now at all costs) so players like that get recycled and other guys who showed some potential and NFL traits (that weren't arm strength, NFL loves arm strength, even tho it's not the #1 trait of a successful QB but the NFL didn't want them (usually due to height, see vernon adams, or black (many others)) get washed out too soon then everyone forgets about them and they have to do something else since there's no other league to improve other than the CFL really, which has only 9 teams and different rules regarding play time--mostly being canadians have to play a lot.
I mean every fan of Mizzou knew Gabbert was worse than Chase Daniel (b2b Mizzou QB's) except the NFL. (last laugh is for Daniel tho, he's getting paid more than Gabbert this season and doesn't have to get killed behind whatever the hell Philly is calling a football team this season.
who isn't in the league
Christian Ponder and Jake Locker aren't in the league anymore, so it's not like they all get that many chances (and in gabbert's case, this is technically only the 2nd chance). EJ manuel might not get a 2nd chance at all.
