right, this is more or less how i feel. i feel like i've seen dozens and dozens of fouls like this called common, and the only reason they called it flagrant was due to the accidental trip.
maybe this is the one reffing crew this year who interpreted the rule correctly, but it's horse **** that the rule is not called uniformly in endgame situations.
