Well, the difference is they can eat up to almost all of the remaining $16m if they want to facilitate a trade. Someone might give up something to pay Osweiler the minimum, especially if their QB dies.

The general theory was that they overpaid for that draft pick unless they later flipped him for another pick &/or got another team to take on some of the $.

Of course, any of it that helps meet the salary floor doesn't actually cost them anything.

I don't understand salary caps, but it seems like they could've just put 16 million dollars in a brief case and thrown it into a river somewhere? Did they effectively pay this money for a 2nd round pick? I don't understand.

Ok, so the salary floor argument is bad. You have to spend 89% over the course of a 4-year period, otherwise you pay the difference to the NFLPA after the season.

The last period ran from 2013 to 2016. The Browns spent $20m more than the minimum, & it looks like the only team that was under was the Raiders by $2m. The Browns spent $20m over the floor.

The new window is from 2017 to 2020, & it seems unlikely that the Browns would have trouble meeting the floor going forward as they start trying to build a contending team.

As such, it seems likely that this is actually an overpay for a 2nd round pick, but meh, it's just some rich guy's $.
