Basically, statcast made public a bunch of stats and initiatives (including a new version of WAR) that they're going to use to open up their data to the public. The teams previously had more exclusive access to the data and have pretty clearly been making transaction decisions based on something that wasn't previously available in the public sphere (base-level example: Jays' signing of Kendrys Morales made very little sense on a WAR basis, but statcast--particularly exit velocity-- likes him a lot more than WAR does). I'm guessing statcast was at the core of it.
edit to add: obviously, the teams are way ahead of the curve, but the internet hordes will start pooling resources now.
