here's the problem:
1. the nfl is trying desperately to make the game safer, and you're seeing retirements cuz of concussions, lawsuits against the nfl every other day because of degenerative issues caused by years of playing in the league, this is as egregious an offense as there is in the current climate and someone needs to be made an example of if the nfl wants any credibility whatsoever. anything less than a lifetime ban from a guy who has done this on more than 1 team is unacceptable
2. now that word is out, any team williams is a coach for is now a target for retaliation. you thought bradford was ****ed last year? oh boy

No, Gregg Williams coached teams actively encouraged dirty play by giving cash payments to players who injure opponents.

Why should the Saints be punished, shouldn't the Rams have to pay the penalty here, possibly losing an entire draft? Isn't that the San Fran-Cleveland-Carmen Policy precedent?

AFAIK, Kraft got fined $250K, BB $500K and the team lost a first round pick

Sure; like I said, if you want to just make it a PR issue for the NFL business, that's a reasonable stance. It behooves the NFL in that spot to adopt moralizing language anyway, but really any decision they make on this just seems like pure business to me.

I should've been specific about competitive punishment, I'm assuming a series of huge fines here but what else? Lose more draft picks? Coaches suspended?
re: small size of bounty, it sounds like some were very small, others not so much. One of the articles indicates that while he was with the Skins Williams paid out much larger bounties similar bounties, with Sean Taylor making a lot of money. Seems inaccurate but The article says payouts could be six figures - I'm guessing that's the total pool or something, seems like shoddy reporting up to $8,000.
Still, if the fine is reduced (because you are paid if you get fined for the injury) that still incentivizes the hit.

Sure, but if people are still taking a loss on it I doubt the effect is large. I haven't read up on the pre-Saints stuff (or even the Saints stuff beyond this thread) so can't comment on that.

It's not so much whether the players will cost-benefit analyze it and deduce that it's still not financially worth it; it's that the coaches are actively encouraging them to injure opponents by offering money. Goodell is gonna hate that.
